Go through the traces of a historicized present, to build new paths in Physical Education

The purpose of the following essay is to make visible what happened before and during the creation of the Secretary of Sports and Tourism of the city of Villa Nueva in 2015, to enhance its functions and services to the community from the year 2020, start of a new period of political mandate. Through sports and recreation, dimensions that make up the field of Physical Education, an area that crosses the present investigation.

This tour intends to investigate and listen to the "voices" of Villanovenses in relation to their demands, needs and interests to project transformative proposals. As well as traveling and re-constructing the path of Physical Education in the city, taking historical processes as an inherent source of knowledge, explanation of the present and projection towards the future.

Los estudios en torno a China han proliferado en las últimas décadas en el marco de su creciente presencia en el escenario político internacional. Múltiples autores han dado cuenta de las diferentes aristas del desarrollo chino y de su reposicionamiento en el orden político internacional.
El siguiente T.F.G., correspondiente a la Lic. en Ciencia Política (UNVM), pretende generar aportes en una de las tantas dimensiones de análisis de la RPCh: la dimensión intersubjetiva y simbólica ligada con el proceso de construcción de la identidad nacional.
En este sentido, se rastreó el concepto del “Sueño Chino de la Gran Revitalización de la Nación China” en el discurso del presidente de la RPCh y secretario general del PCCh, Xi Jinping, partiendo del supuesto de que, en dicha noción, se conjugaban 3 definiciones ligadas a tres temporalidades: cómo se ve China en retrospectiva -pasado-, cómo se ve China en el orden político internacional -presente-, y cómo se ve de cara al futuro, delimitando los objetivos políticos.
Para ello, se abordaron los discursos del líder chino recopilados en los dos primeros tomos de “La Gobernación y Administración de China” correspondientes a un plazo temporal de 5 años entre el 2012 y el 2017.

Rights, citizenship and representation

The present work seeks to think about the category of citizenship around its configurations and tensions. For this purpose, Iris Young is first taken to reflect critically on the exclusions that support the ideal of universal citizenship, the basis of liberal democracy. Next, Young's ideas are linked to the Latin American perspective of Benjamín Arditi, based on the excesses that the author warns about democracy, Young's differentiated citizenship is related to the proposal of a democracy post-liberal. At this point, the notion of populism is addressed in one of its manifestations, which has to do with a new logic of representation. Finally, some of the difficulties that arise when trying to consolidate a democracy beyond liberalism are outlined, pointing out the impossibility of closing the order as a property of the set of social relationships. Which leads to a notion of citizenship rights and democracy as formulations in continuous construction and redefinition.

The purpose of John Stuart Mill in his work "On Liberty" represents a defense of liberty in various dimensions, distinguishing between economic and ethical-political liberalism, highlighting the importance of freedom of expression in a free society, with grounding it in respect and absolute tolerance, guaranteeing individual freedom in all its forms, provides a “rule or regulation of conduct” for instead of society to protect the autonomy of its members.

At the same time, the author highlights and analyzes the importance of limiting the interventionist powers of democratic states-governments, observing their legitimacy and endorsing the freedom of the individual, which is why he opposes to the government despotism, pointing out the dangers of authoritarianism,emphasizing the need to protect individual rights and freedoms against the tyranny of the majority.

Prioridades internas y política exterior en América Latina: el papel de la dependencia económica en las relaciones con China, Estados Unidos y la Unión Europea

El presente trabajo analiza cómo las prioridades económicas internas de los países latinoamericanos influyen en sus políticas exteriores hacia China, Estados Unidos y la Unión Europea. Los países dependientes de la exportación de materias primas, como Brasil, Chile y Perú, tienden a fortalecer relaciones con China debido a su alta demanda de estos recursos. Por otro lado, las naciones con economías más industrializadas, como Argentina y Colombia, buscan alianzas estratégicas con Estados Unidos y la Unión Europea para asegurar mercados estables y atraer inversiones industriales. Aunque la región busca diversificar sus socios comerciales, existe una dicotomía entre las relaciones orientadas a materias primas y aquellas basadas en productos de mayor valor agregado. Además, países como Brasil y Argentina persiguen una política de multipolaridad, integrando vínculos con los tres actores principales. Esto refleja los esfuerzos de la región por equilibrar su dependencia económica y diversificar sus alianzas estratégicas.

Gestión de residuos solidos urbanos en Latinoamérica

Este trabajo se realiza con el fin de analizar la actual situación de la problemática de la gestión de los residuos sólidos urbanos (RSU) en Latinoamérica y pensar soluciones desde las políticas públicas de gestión ambiental a la misma, por sus consecuencias en relación con los derechos de las personas a habitar un medio ambiente sano, su impacto en la salud de la población y en las economías locales. Se llevó a cabo a través de una revisión bibliográfica, a partir de la cual se realizó un recorrido histórico sobre la problemática y su gestión, analizar diferentes normativas y antecedentes, además de que se pudieron identificar sus causas y consecuencias, tanto positivas como negativas por sus diversos impactos como se mencionaron anteriormente.

"Haciendo Sociales" is an initiative of the Academic Pedagogical Institute of Social Sciences (IAPCS) of the National University of Villa María (UNVM), which promotes the dissemination of social sciences through a radio program and podcasts. The project integrates research, community engagement and participation, contributing to social development. "Haciendo Sociales" reached 150 broadcasts in 2024 through university radio and digital platforms such as YouTube and Spotify. Its weekly structure includes four segments: Research (Monday), Graduates (Tuesday), Students (Wednesday and Friday) and Engagement (Thursday). The program involves teachers, researchers, students and graduates, fostering dialogue between academia and society. In addition, a series of podcasts was created that documents and disseminates the content broadcast, reinforcing the IAPCS' commitment to research and professional training. "Haciendo Sociales" is an innovative model of media insertion that strengthens the link between the university and its environment, promoting collective knowledge and social transformation.

Durante los días 8 y 9 de octubre, la Universidad Nacional de Villa María fue el epicentro de un evento académico de relevancia a nivel regional: las Jornadas 2024 Pre-IX Congreso de Ciencias Económicas del Centro de la República, XIII Congreso de Administración del Centro de la República y X Encuentro Internacional de Administración del Centro de la República. Este encuentro retomó la ya tradicional reunión anual de las carreras de Ciencias Económicas de la UNVM, proponiendo, a su vez, una nueva lógica en la estructuración de estos eventos. En efecto, la instancia de “Jornadas” se pensó como una antesala al “Congreso” en tanto que pone el centro de atención en las discusiones, aportes y problemáticas referidas a la dimensión profesional de las disciplinas como así también en los primeros avances de las investigaciones en curso.

Youth, digital technologies, and school as cultural and identity configuration

This article reflects on the use of categories in social research, particularly related to culture, youth, and cultural configuration in the school context. It analyzes the school as a space of cultural mediation, shaped by disputes over identity, technology, and the production of meaning. Through a critical lens, the article addresses debates surrounding the notion of culture and identity, avoiding essentialism and reductionism, and proposes Alejandro Grimson's concept of "cultural configuration" as a tool for analyzing school dynamics. The paper also discusses the need to rethink analytical categories in light of current educational processes, emphasizing the methodological implications of studying digital technologies in education from this perspective. In this framework, key authors' contributions are reviewed to propose an approach that articulates the heterogeneity of experiences and perspectives in the classroom, overcoming the dichotomies between technological determinism and cultural constructivism. The conclusions highlight the importance of considering inequalities and disputes within the educational field, opening new avenues for research at the intersection of school, culture, and technology.

Reflections on fear and the media 23 years after the coup d'État in Venezuela

This paper examines the discursive strategies employed by the media outlets La Voz del Interior (Argentina), El País (Spain), and The New York Times (USA) to construct narratives surrounding the coup d'état against Hugo Chávez in April 2002, a significant event in Venezuelan and Latin American politics. Despite the 23 years that have passed, studying this event remains crucial for understanding how media discourses shape perceptions of political leadership and international dynamics, a phenomenon still relevant in today's context of polarization and the profound influence of media on global public opinion. From a critical perspective within International Studies and through discourse analysis techniques, four main axes are identified: the portrayal of Chávez's political leadership as autocratic, the construction of a geopolitics of fear, tensions surrounding freedom of the press, and the characterization of political actors through polarizations between "gods" and "demons." This approach enables reflection on the continuities and transformations in the use of fear as a discursive tool, highlighting the importance of revisiting past events to better understand contemporary challenges in communication and politics.

Massification and democratization in access to higher education

This article presents preliminary results of the research for the completion of a master's thesis about the socio-educational trajectories of people who graduated from a new university higher education institution. They are analyzed within the framework of the development of massification and democratization processes in access at the level of recent decades, linked to the increase in educational demand as well as the expansion of supply. They have been overshadowed by high levels of shelling and low graduation rates. This way, this article seeks to address the impact of these processes in a situated way, through the reconstruction of the profile of the first graduates of the San Francisco Regional Higher Education Center (CRES SF), seeking to recognize who they are who have achieved the graduation, in the case of an institution that emerge as a policy of expansion of university higher education. The data used was obtained through a survey administered to the total population of graduates under study.
